1.1. Elections Operations In South Africa

The EMCA provides consultation services, including strategy development, and management of election processes for all clients that require the service and offers clients both tactical and technical assistance for the preparation of elections.  The oversight services range from election/selection of board members, election of Student Governing Bodies and directors, to the election of political officials and any other positions that require an election process.

The Elections Management and Consulting Agency conducts independent elections for boards of trustees and executive committees; civil societies; institutions of Higher Learning Student Representative Councils; non-executive directors for various companies; organisations and associations; Political Parties; Student Governing Bodies; Trade Unions; and/ or any other body that requires elections management services.

  • Formulating elections strategies in line with the client’s strategic objectives and constitution;
  • Managing and Facilitating the process of candidate nomination in line with the client’s requirements;

1.2 Elections Consulting Work in Africa

The primary services offered by the EMCA in the African elections market are technical assistance and consultative advice to Electoral Management Bodies (EMBs) with regards to elections related matters.  In similar fashion to building active citizenship programmes in South Africa, EMCA works in partnership with local organisations and foundations with a view to streamline elections processes in the continent and to build standard IT requirements and infrastructure for the continent, whilst, nonetheless, taking into account the different dynamics in each individual country context.   Furthermore, the EMCA is a business entity that creates employment opportunities for young Africans who would like to pursue a career in Elections Management.

Our Elections Management Services Package includes the following, without limitation to:

  • Conducting pre-election Needs Analysis of the country using EMCAs unique assessment tools; offering expertise consultation on technical assistance required before elections; providing technical assistance on post-elections evaluation mechanisms; and making recommendations;
  • Delivering, on the basis of a consultative and research-based process, a mechanism for evaluating elections readiness and establishing a pattern of elections analysis that allows for better planning for EMBs – a comprehensive solution for elections that can become the standard for the client country;
  • Conducting and providing a comprehensive, comparative analysis of the various elections legislations in Africa and where possible, harmonise the legislations and processes;
  • Availing the EMCA’s elections management team as an alternative elections management body that may be consulted and/or deployed in preparation for elections in line with the objectives and standards of procedure established through the consultative process and by providing an effective monitoring and evaluation mechanisms that effectively measure the client country’s readiness to conduct elections in an environment that is conducive and safe for its citizens;
  • Assessing and providing a report of best practice solutions for the type of technical assistance required in conjunction with the electoral commission of the client country;
  • Empowering local electoral commission in Africa with the specialized skills they require in order to facilitate, co-ordinate, and conduct elections in line with standards set by the African Union

1.3 Administrative And Governance

The Elections Management and Consulting Agency (EMCA of Africa) believes that the correct electoral processes enhance an environment where electoral democracy, administrative governance and citizen participation can take place peacefully without the violation of human rights, there must be a promotion of strong political institutions that allow for open and free election contestation spaces to sustain democracy.
